    Education Qualifications: Bachelor's degree in related field required.

    Experience Qualifications: Ten years experience in architecture, construction, contract administration, contractor project management and/or field supervision required.

    Skills Qualifications: Working knowledge of the building industry and the ability to integrate that knowledge into school design and construction; ability to communicate effectively; demonstrated record of successful management and leadership skills; strong interpersonal skills; demonstrated business management skills; exceptional project management skills; effective problem-solver; strong analytical skills; ability to analyze existing processes and identify areas for improvement; effective human relations skills; and the ability to develop and maintain effective working relationships with all levels of staff.

    Primary Responsibilities: Direct all activities related to the administration and operation of the Construction Department, including administering contracts and providing coordination with other Facilities and Operations departments, local schools, and community services.

    1.        Direct the department coordinators in the oversight of assigned construction projects.
    a.        Direct the oversight of Construction Administration for all projects to ensure compliance with contract documents.
    b.        Monitor the quality of workmanship for all projects.
    c.        Coordinate the setup and opening of new schools with the Purchasing and Property Management Department and all other Facilities and Operations departments.

    d.        Coordinate with local schools of the construction scope of work and explain areas of concern which will conflict with routine school operations.
    e.        Develop and direct project budgeting and cost accounting tools to monitor project costs to meet budget requirements.
    f.         Prepare and maintain project cost tracking reports and budgets for review with the Executive Director of Facility Planning and Construction.
    g.        Develop and maintain historical project cost tools for forecasting costs on future projects.

    2.        Direct the maintenance the departmental resources.
    a.        Coordinate the building program with all other Facilities and Operations departments.
    b.        Coordinate project construction schedule with government agencies as required.
    c.        Direct plan review of project documents for constructability, cost effectiveness, and adherence to design standards.
    d.        Stay abreast of current technological trends and recommend implementation of new products and services to assure economical state of the art construction.
    e.        Prepare recommendations for improvements to division services.
    f.          Prepare recommendations for adjustments to division resources, personnel, materials, supplies, and equipment.
    g.        Direct the completion of construction in a timely manner to provide for orderly scheduled opening of schools.

    3.        Direct the communication with various parties regarding construction procedures.
    a.        Coordinate with appropriate public and private agencies as required.

    b.        Coordinate local school emergency safety procedures in relation to construction activities.

    4.       Advise other divisions regarding the physical and operational needs of the district in relation to school construction.
    a.        Advise other Facilities and Operations departments in the development and implementation of operating policies and procedures as applicable to new construction projects as required.
    b.        Coordinate owner furnished items and furnishings for timely delivery and installation to accommodate new school openings.

    5.        Direct the continuous improvement efforts for all departmental processes.

    6.        Perform other duties as assigned.  

    Physical Demands:
    While performing the duties of this job, the employee is frequently required to sit for extended periods of time. The employee is also required to talk, hear, stand, and walk. The employee may be required to use hands to finger, handle, feel, and/or reach. The employee is occasionally required to stoop, kneel, or crouch. The employee must occasionally lift and/or move up to 25 pounds.
